If I understood correctly: if we call X the number of entries on his whitelist at the time these GAs end, Y the total number of people who entered these GAs, Z the number of ELE group's members who entered, V the number of CL group's members who entered and W the number of people on his whitelist who entered, he will select min(X,[(Y-(Z+V+W))/2]) people to blacklist from the Y-(Z+V+W) people who entered these GAs and aren't part of ELE or CL or on his whitelist. :)

If 2[Y-(Z+V+W)] > X, he will blacklist min(0,X)
If 2[(Y-(Z+V+W)] < X, he will blacklist min(0,[(Y-(Z+V+W))/2])

Since he won't blacklist more than 50% of qualifying entries, for him to blacklist up to the number of people on his whitelist, the GAs need to have at least twice more qualifying entries that the people on his whitelist. Otherwise he blacklist a maximum of half ot qualifying entries.

If I got it right, the number of people he will add to his blacklist will be no more than the number of people of people on his whitelist if there's at least twice more entries than the number of people on his whitelist, otherwise it will be 50% max of the entries. Entries from people on his whitelist or members of said groups are not counted in the entries.

Half or less of the people who enter the GAs (except the peoples from the groups: Everybody Love Everybody or Charitable Losers), will be randomly put on the blacklist. The number of people who get blacklisted is depending of the number of people on the whitelist at the time the giveaways ends.
Don't know if it's any clearer. Probably not =)

I am someone who made a thread with a giveaway in which you complained about being blacklisted.
And I actually answered you there why I blacklisted you, but someone brought to my attention that it it considered calling out, so I had to delete my answer.

My whitelist is growing and will quickly surpass 200 entries, but my blacklist still has nobody on it. I bet you agree that has to change!
Here's what you can do to help me: everybody entering one or more of the giveaways below will be added to a draw to be put on my blacklist.
Folks on my whitelist or in the Everybody Love Everybody or Charitable Losers groups are excluded from the draw.
Once the GAs end I will check all entries, and randomly draw up to the same amount of entries for the blacklist as will be on my whitelist by that time, but not more than 50% of all qualifying entries.
Finally, to further balance risk and reward, I will clean out my blacklist again in about half a year, so that even the winners of this draw will not stay on it forever.
