The thing that throws it off is the evenly spaced letter pattern, unless he's purposely made it look like that.

Nopes, tried rail fence cipher, it's the right way of writing it for that, but couldn't get anything out of it. Perhaps I'm missing something, here are my findings:

Yep. I think the passwords are what we need to focus on now, not the hidden text in OP. Perhaps the hidden code in GAs is password 2? But I don't know any ciphering method with asterisks :(

I'm thinking that there's more than one cipher needed. Probably two or even three steps.
Also we don't expressively know if we're on Stage 5 yet, the other puzzles stated which Stage we were on, but this one did not. So if we're not on Stage 5, is the code found in the OP the one we should even try to crack yet? And if we are on Stage 5, is the OP message all, or is that only a part of the password?
And as oligovore sort of asked, are we supposed to have found password 2 yet and is that the hidden GA-codes? Perhaps it's a combination of all passwords, and if it is we're looking at needed at least 5 different ciphers from the looks of it.
Asking what kind of cipher is needed might be valuable though, to more easily see the other steps.

I like Nordhbane's idea of recording what we have tried (like railfence), lest it give someone else a clue, or can give a spark, so here is what I have been playing with.
Writing ciphertext as xxxxx xxxxx xxxxx xxxxx xxxxx is very common, The issue here is that the text is too short for most cipher cracking to work. I can break apart a vignere cipher by looking for repeated strings, but ctdjy qpgyp uhnis vycdo kiao is just too short for that to happen. The same holds true for Enigma variants. Though it could be either of those things if we have a key.
Most of the other old ciphers, atbash, affine, caesar, etc. are all variants of monoalphabetic substitution. So dropping the spaces and trying to solve it as a monoalphabetic substitution, I get nothing. I could get "of but why thingard to became" or possibly "d havernments pocedal woul" Or "ngthe came as your dentiful i" Basically crap.
It could be some sort of columnar transposition thing where the text is written out into some number of columns and read up or down.

See, I did look at enigma, but I gave up. The enigma machine used has wheels set to AAA, no plugs installed, and rings 01,01,01. Nobody in the history of cryptography has ever used any real enigma machine like that. It like doing a Caesar shift 26. Technically it is ciphering, but nobody would do that.
