I created a giveaway for the game "Fort Defense"

and the user I mentioned won the game. I sent the key immediately, and looked at his account before sending. He didn't have the game. After 3 hours, he became online and activated the key. But he didn't select "received" button. I added him from steam, hi didn't recognize me first, but after I mentioned him about the situation, he said that this account is his brothers account etc. and he deleted me.

If he wins one of your giveaways, request a new user, don't waste your giveaway for this imposter...

Don't call out, it's against the rules. Better close this. Just make a support ticket requesting received feedback.

You should delete the Username and any link to his profile or name.

You are violating the rules, yes it does suck but those are the rules. You can't directly say someone's name or link to their profile on here or steam.

From what I heard others say, you have to give the winner a week to mark it as received, even if they did activate it already. If that's true, today should be the first day support can do something about it.

Just as you have a week to send the Key or Gift/Link, the user has a week to activate/mark received before support will act on a ticket.

What sort of ticket did you create ?
If it's an user report, it's going to take a very long time.
A ticket for "Request received feedback" will be resolved faster.

No problem. You were right to create an user report though.

What reason did you choose when reporting them ?
The correct reason here would be "misuse of giveaway feedback", as he marks the giveaways he won not received when he actually got the games.

I suggest including as much evidence as possible.
If you took a screenshot of your conversation on Steam, includes it.
If it was a Steam gift, include a screenshot of your gifts history, showing that the gift has been sent to the winner's mail and claimed by them.
Since support is going to change your feedback as received, include a screenshot showing the giveaway marked as not received and the link to your ticket for requesting feedback, so that the mods know why your giveaway is now marked received when they review your report.

If you did not do that, you can close the user report you did and create a new one (it's not possible to edit user reports).

Unfortunately it takes quite some to get a response on user reports, on the other hand those who call out someone might meet banhammer in a matter of hours if not minutes. So be patient ;)

All anyone has to do is click your giveaway and then "Winners" and it shows who the person is. You should delete your giveaway link. It wasn't necessary anyway.

Hi, u are possible to report this user by sending a ticket to support.
I'll show u ur proof below the text:
Step 1: Enter to ur steam inventory
Step 2: click "More" in upper right corner and choose "View Gift History" (example: http://take.ms/K4L1L)
(Step 2.5: wait some time... wait more... and more...)
Step 3: U can see ur history (example: http://take.ms/8XoCO)
Step 4: Make a screenshot and report bad guy

That's not a solution. You just decrease the chance of something wrong happening, but it still can happen, no matter the level of the winner.
And it's not really hard to get the early levels, for example you could just spend $5 on non bundled games with a 90% discount and there you go, level 3. I already had problems with users that were level 3+, and I had some level 0 winners that were very nice and grateful.
