I've been waiting for over a year for the complete edition to come down below $10. One day, macgamestore will have it for sale again. One day.

https://www.gameagent.com/games/borderlands-2-complete-bundle
In the past, I've seen people mention that they wanted Borderlands 2, but wanted all of the content DLC, rather than getting the GOTY and still be missing 6, so here you go.
The site sells keys for Mac games, but so long as its a Steamplay enabled game (as this one is), it'll activate for PC as well. I purchased the Bioshock Infinite Bundle there two weeks ago and it went just fine.
Out of curiosity, I did the math to see if it would be cheaper to just get the GOTY on Steam and add the 6 missing pieces of DLC, but its still $15.33.
