i played games in english since i was 10 or so. i started watching movies predominantly in english at... idk, 15? it's pretty much a 2nd mother language to me, and i pity my fellow germans who don't speak it for they are missing so much good stuff
PS: except anime. english dubs of those usually suck MUCH worse than the german dubs

Not exactly. It depends on the cultural background. It's difficult to say what language is hard to learn objectively because there's tons of little children fluently speaking a language.
From the perspective of a native German speaker, English would be easy to learn because of the cognates and the Latin alphabet.
From the perspective of a native Chinese speaker, English would be fairly difficult because of the drastically different structure between the two languages.

We aren't going to hire Russian moderators because we aren't being hired, we volunteer...plus you have to be nominated...be active, we aren't going to pick some random Russian because he is Russian. Oh...and no we aren't going to translate it. It is not that hard to learn English, it is not like we are trying to make you learn Latin.

Well I don't want to sound like the bad guy but it seems to me that translations would be a waste of time.
English is the international trading language and there are many benefits to learning the language.
That is not to say that learning/knowing another language is pointless. I wouldn't mind learning another but I left it a bit late in my life which makes it quite hard to pick up fluently, luckly english classes are the most "evolved" due to their demand.
Now the admin of steamgifts are not great in number and forcing them to update the site to be able to support translations and then for them to find decent translators is a lot of hard work.
There is the often postive side-affect of less segregation of the community, we can already see the resent a lot of the community has for the Russian and Slavic sector of the community. A single language allows everyone in the community to communicate and can negate the resent.
