Sounds good, assuming there's an over-ride process for people who have redeemable codes. Like a bat-phone link to a mod to approve/deny the giveaway.

No need Cult - the trading beta allows you to see what games people have ready to giveaway in their inventory go to any profile that is public and go to their inventory (you will see the link) and it shows you the games they have to gift Problem Solved! - Now you could easily implement something using code.

Does bring about issues of CD key games though (say Prey), or games that are Steamworks but are bought on sites like Greenman, Direct 2 drive, etc. Would pretty much be impossible to verify them.
Unless you're just thinking of setting up verified and unverified giveaways, where the verified ones are more for people to put their mind at ease, and are not the only way to post games.

The way Cult made it sound would seem like unverified giveaways will still be an option. So gifts of keys will still be allowed, but simply won't show up as "verified".
Though, I would like to propose a way to verify a giveaway after it's posted. That way, if someone wants to create a giveaway before they've purchased a game on Steam, they can still verify it later.

I don't know about this. On the one hand I think its an good idea to prevent scam giveaways, but are they really that often that we need to take measurements like this?
On the other hand, as RivaGe asked further up, what about the people that want to buy the game after the winner has been chosen? Are they automatically distrusted and maybe ranted against in the giveaway they created? only because it does not say "verifed"?
I have mixed feelings about his >.<

We have the site scan what games you have available for gifting. When you submit a game, it check to see if you have a giftable copy. If you do, a little "Verified!" appears next to the game. Sound like a good idea?
