It's only really mods that require the SDK. (GMod is more of a mod then a full game).
Games that include the SDK required for mods: Half-Life 2, Half-Life 2: Episode One, Half-Life 2: Episode Two, Half-Life 2: Deathmatch, Counter-Strike: Source, Team Fortress 2 (Premium), Portal (Paid), Portal 2, Day of Defeat: Source, Left 4 Dead, and Left 4 Dead 2.

Not being funny but HL2:DM is only free if you have an ATI / nVidia card. There are entire swathes of laptops and desktops out there now with only an Intel chipset. Surely not the best for gaming but it can be used for lots of games (even things like Hoard can run on Intel chipsets, and that's quite fussy about having OpenGL compatibility), and DOESN'T entitle you to a free copy of HL2:DM.
Hence why I gave my extra copy of it away and enough people entered to make it worthwhile.

While there are ways to pass the steam's check for graphics card I seriously doubt that you'd have proper fps playing with an intel chipset. Maybe with the latest ones.

ive got x3100 with gm 965 and it runs alot of stuff pretty good actually. Its a mac to be precise but i have windows 7 in boot camp and the only stuff that wont run are high end games. I play starcraft 2 perfect, and also borderlands. There are way to mod them and the way your computer runs games to help with performance a little bit more. I have seen a few people running games like Deus Ex: HR, Fallout 3 games, and a few others on it so its not that bad but pretty much no OpenGL hurts it alot

Precisely on my mac with an nvidia card the free nvidia HL2:DM could not be redeemed. I had to sort out some old crappy pc with an old crappy nvidia card to get it free... too bad...

Free to play is a title usually reserved to MMO titles and means that it usually lets you play for free but if you want you can buy items to help you in your game. Moonbase Alpha does not have a store (that I am aware of) where you can use real cash to buy in game items... hence free as opposed to free to play

I understand your concern and agree with you that it's not a good thing to do. But it's not illegal to lie to website, it may be soon enough with all the digital media incorporated in our lives but it's not now. It's not technically lying either since you never said that you live in Poland nor they did ever asked about it.
But I'll remove the instructions now, I assume that people learned that giving away copies of that game in this site isn't okay by now.

if the games were supplied only for the readers / buyers of the magazine, they would give steam keys WITH the magazine. making it so easily accessible is not our fault, neither does it warn anyone registering that accessing the keys outside poland is illegal.
and lieing to an internet site which does not present and make me confirm with an information safety policy does deserve it. just don't go blindly defending..

The reason I'm writing this thread is that these games are free and you don't need to create giveaways for them nor spend your points on them.
First of all these are Steam's offers. They are free if you met the requirements and most of them just require you to have a Steam account. Also I learned that Source SDK is free now so nearly all of the games on that list are free without restrictions.
I hope after this point nobody will post these games nor enter giveaways featuring them. I think it would be best to make this or something like this sticky or add it to the faq.
