You can ask for refund as long as it is within a certain amount of days since the purchase, and the game has never been played (or just a few minutes / under an hour).
As Yatterman says, Steam doesn't tolerate chargebacks and will lock the account suject to it.

I remember seeing a lot of topics (on official steam forums) about Modern Warfare 3 and Skyrim around New Year, when someone purchased lots of those "most wanted" games, traded them for expensive TF2 items and then, when people traded them further, the entire chain of trade got messed up, with people who were third or fifth link getting their Skyrim revoked. Never heard of something like that happening here.

I remember when this guy was posting these giveaways in chat. We questioned him about why he was becoming so generous all of a sudden. He claimed he made more than $2,000 a week and didn't care.

We were calling BS on the fact he had entered only 12 giveaways and his first giveaways were for two copies of Modern Warfare 3, Skyrim, Saints Row: The Third, and Max Payne 3 all in the span of 5 minutes.

It's more than the national average but yeah, it's only a lot of money if you live with your parents or have really cheap rent & living expenses. For anyone with a decent mortgage, family to support etc. that amount of money per week still probably wouldn't allow you to give away ~$400 of games in such a short period of time. Your lifestyle is like a gas, in that it tends to expand to fill your income.
