For the moment, I think a fair process before sending the code is to allow the gifter to check the giftee's library. Should the giftee already have the title in question, please make a note of their account name and don't send the code. Gifters, please remember to check libraries before sending, thanks.

Similar, to gift recipients - please don't mark that you received the gift until you have redeemed it. Somebody whom won one of my gifts has done this, and there is nothing stopping me from re-sending that gift to another person - gifters can re-send gifts any time unless you redeem it.

In fact, after what you said I checked the recipients of my gifts. One person already had the title they had won from me, I've used exactly what I said to take it away from them. I don't wish to identify them here, but I'll certainly pass their name along to CG.

I think that's a good idea, I had initially started a post calling someone out, but I don't want the forum filled with rioting gamers. We should keep this as civil as possible on the forum.

When you send the gift I believe it says the recipient already has the game and cannot receive it..

This occurs if you send to a Steam friend, however if you send to an email address (like this site provides to giveaway-submitters) you do not get that message. This is likely because an email account can have no Steam accounts tied to it, or multiple Steam accounts tied to it.
