probbaly yes,
trading started off with just being able to trade tf2 items as well, look at what it has turned into now
steam currently takes a 15% cut off all item sales, if they ever added game reselling it would probably be a cut of 35% or higher lol

I don't belive they will add games in it, because regional prices would be abused too much? If you see a deal on your Steam for example $5 and a Russian is selling it there for 4, you would probably buy the cheaper one (especially if Steam secures the trade and returns you the money if stolen credit card is used or something like that).
Possible, but I don't belive in it to happen very soon.

EDIT: The Wallet money is already their money though, so I guess chances are a bit bigger. lol

This is a plot so they can sell more...

You want to buy X game but don't want to spend money, you sell your hats/weapons (when out of the beta), etc... and when you get the money, you buy the game.
After you buy that game and you can't spend anymore, you continue to play/idle TF2 until there is monye again.

Consequently more people will play TF2 to earn money, and will eventually buy too TF2 items, this plus the fees from each transaction, cause valve a win/win situation in terms of money.

Looks like Valve decided they can get something some for them from all that re-selling. "I'll gift you a game, and you buy my totally overpriced key, for gameprice+keyprice+valve-cut"...

But, one could hope this is sign of game-reselling. Would be really nice to pack some of those games and sell them.
