It will be. Of course to start with it will be buggy as hell, the barbed wire won't be as barbed as it should be, and it will occasionally stop spinning. But they'll release a patch.
And that patch will make the barbed wire fly backwards and make noises like a duck.
It will be top of the collective Steamgifts wishlists, and people will say "Thanks for Spinning Barbed Wire Simulator 2014" in threads for years to come, in a way where the fact that the joke is so tired makes it actually quite funny.

And then they'll release DLC for it on the Xbox first, then PC, and then it will be nearly impossible to port it over to the PS3(4?) so you will have a bunch of butthurt PS3(4) fans complaining about it and then they get all over the internet and say that PC sucks...

We know this to be true. People will give you the advice to 'turn off autosave' and the first time you do it you'll be so happy because it seems to work.
Three hours later you will have lost your progress, and your PS3/4 and will need to get your window fixed. If anyone happens to walk past your window you may have charges to answer for based upon a PS3/4 related injury.

That's why it's best to wait for Spinning Barbed Wire Simulator 2014: Complete Game Edition of the Year Edition - It'll be cheaper in the long run anyway, and will include all the pre-order bonuses other people got for saying "I'm going to, prior to its release, financially commit to paying full price for this game, rather than wait to get a complete version of it on the cheap."

Yeah, but then you miss out on Barbed Wire Simulator 2014: Super Snazzy Collector's Deluxe Exclusive that comes with the collectible spool of wire and DLC code for stuff that's already on the disc! Sure it costs $30 more, and the spool only cost them $0.02 to produce in Indonesia... but when only 3 million units are produced it's value will only rise!

Don't forget the artwork book! 140 pages of concept art, production sketches and CG wire-models of barbed wire.
The value appreciation of these things is incredible. Stores will pay a lot of money to prospective buyers simply because the cost to store the massive boxes they come in is so high it represents a saving to them.

+1 fallout NV was disapointing but a next gen fallout game with the updated skyrim engine could have some potential as long as they figure out how make a game that isn't broken at launch.
