In this admins should add TBoI+WoL option of giveaway.
Also the link (http://store.steampowered.com/sub/15408/) in TBoI collection directs to the main page, so the is no option to guess what collection should include (except of price, but it is not the same in all regions).

Aw, I stopped reporting those giveaways when I saw that the BOI Collection was marked as a bundle game on the list. I assumed people were supposed to submit it as that, as a compromise for not having the actual BOI + DLC pack as an available giveaway choice. This really should have been written sooner.
