I got one, I own Runner and have played it a few times for a total of two hours, the message that came with it says 'Save 25% off BIT.TRIP RUNNER 2 for being a BIT.TRIP fan!' so maybe you've had to have played it for a little bit or something.

I have three extra apparently. Got three, then I used one and it gave me another one lol. Only thing that confuses me is that it says tradable but there's no option to send it to anyone. The only button is "View applicable games". So I'd like to give these out to whoever wants them but how?
