The solution was to use a Tool called G-Mask (freeware).
There you can select the scrambled part of the image and use different "filter" to unscramble it.
Solution to this puzzle was (as far as I remember it):

1. Turning it upside down
2. Use Neko-Mask
3. Turning it left/right
4. turning it upside down
