scam site, i never win! [SOLUTIONS!]

Really, i have over 1000 entry!
This site is such scam!
Y can i not win?
Even lose with only 9 entries!
Can u belive that?!

every giveaway is fake!!
Please say if u ever win :(

If you look closely, each line is bolded, which leads to A PUZZLE!
Q1 is HEX, multiplied by 2.
The letters are their respective place in the alphabet, multiplied by 2 as well. D = 5 x 2 = J

Once you deciphered Q1, it gave you "Once in a blue moon" If you googled that exact phrase, Google gives you: 1.16699016 × 10-8 hertz which is the answer to Q2!
