Look anything worth doing is going to have some obstacles, I'm just trying to address what I see as a growing desire in our community to lower the entries on draws.
I think you will agree that in that respect my method is quite elegant and effective!

I note that CG has preempted your scheme, in that, if this method is repeated by too many people, the giveaway becomes "empty", and the chances of winning are reduced to zero for all involved. But take heart! If at least one of us avoids this devious exploit, chances for that lucky man increase to a full 100%, guaranteeing him success in his endeavors.

I think you are confused. This process does not forcibly remove people from your own giveaways, it is a process to be used on giveaways you yourself have entered into.
I hope that clears it up and you no longer accuse my method of being a form of abuse.

I don't know if this is really a problem. I mean one shot in a thousand seems pretty good to me compared to all the BS giveaways on the net that have much lower odds than that but that's just me. Whatever is fair for everyone is in my opinion the best option.
