Look. I don't know if you'll get perma-banned or not. This is the reason I check up on public giveaways. There are plenty of other sites that let you win and have no rules about what you do with your winnings. SG isn't one of them. If you win here, you have to put it on your account.

I almost did this because my brother loves the CoD games but I don't, and he doesn't have enough games purchased on Steam to enter, so I almost did that but I decided that if I got it I would put it on my account and let him play it offline... Plus I read the rules and saw that was against the rules.
