"QQ" looks like two eyes, crying. It is used to indicate when someone is crying (or complaining) about something. In this case, I have seen many people complaining about not winning anything, even when they have few entries.

Right now, there is no motivation to NOT complain. It is annoying. So, I thought "I will start a giveaway group, and the only rule is that you can never cry about not winning." But, as of yet nobody has motivation to join a giveaway group that hasn't had any giveaways, haha.
