He's correct. You're not allowed to place any special restrictions on public giveaways, only group and private. Otherwise they wouldn't be public. It's not like most people will bother to even read the description anyway, and the staff have better things to do than reroll a public giveaway 500 times because almost none of the entrants are eligible due to some restrictions. Even then, you still have to have support's approval before you can make such restrictions or else they don't even apply then.
