Any phone mobile or plugged in land line with no service can still make emergency calls. so if you want to give your kid your old phone to play with you need to remove the antenna.

Well, the "no network" is very relative, some antenas refuse to provide acess if you are from other companies, fucking with your reception. Here in spain 98% of the land is covered by signal, but depending of the company you will get no reception. But this limit dissapears when you call an emergency, the antena is forced to take your call. Think that a cellphone is a radio, it will broadcast the call to any antenna that would be willing to get the call.
So the short answer is MAYBE, depending if the lack of network is because your company of it's real.

Yes and know. In general if the reason is technical (you have absolutely no connection to anything), it will not work. But I think 911 works otherwise.

Depends on how you define "service". If by service you mean signal probably not, if it's in airplane mode mine will disable that but if there's just no signal in the area no. If you mean it's not activated on the carrier yeah, pretty sure it's a law that they have to be able to

Calling the emergency number for a different country still calls the emergency services in your own country.

Example: it's usual to call 999 in the UK but calling 911 will redirect to the 999 call centre rather than calling somewhere in the USA.

As for OP's question, phones in the UK can call emergency numbers on any network, not just the one the SIM it's tied to. But if you're down a cave for example and have no connection to any network then no you can't call.
