I believe it's based on money made, rather than units sold. This makes The War Z being at the top even more embarassing.

I always assumed that it's the units sold & retail keys that are activated, considering that a lot of times when a game has a really good deal on another site like gmg it shows up in that list despite being full price at that moment on steam.
Got a source for that info or is this yet another one of those things that valve likes to keep secret?
