He contributes a lot. He has explicit instructions in his giveaways as to who can win; unfortunately, most of the winners have not read or ignored his rules.
I think he wants the winner to actually want the game, i.e. have the game on their wishlist before he created the giveaway. It's his prerogative.

I only have 10 games in my wishlist because that is how many Steam requires whenever they have some sort of "Grand Prize" thing. If it weren't for that I wouldn't even use the wishlist. That doesn't mean I don't want any games :/

Some people are here because they actually cannot afford to buy games, and thus cannot gift them either - a participation requirement, possibly, but not one based on how many successful giveaways someone has made.

That proposal is unreasonable, and I will explain why.
There are three types of people on this website:
You assume that everyone on the site is #3. You would be incorrect. Some people are NOT here to send gifts. Maybe they cannot afford it. Maybe they are afraid of being scammed somehow. The reason they don't want to send a gift really does not matter, that is their choice.
I don't think this community would benefit from trying to force people who don't want to send gifts to do so. By doing so, you are creating a community where only those who gift can receive gifts, which cuts group #2 right out of the equation. You would be making a situation where those who are "wealthy" share the wealth between themselves, and no one else has a chance to enjoy that wealth.

yeah # 4 is a good point that you bring up. "people who don't want to send gifts because they're not sure if this is a scam yet". I've seen positive reactions from some, when they actually win something and !ding like a lightbulb above their head, they realize this isn't a scam. I later see them putting up their first giveaway.

I don't think he's trying to suggest that they're given any less of a chance of winning; after a certain point with no new giveaways created, simply bar them from entering altogether. It wouldn't affect randomness.

Why do you care how much he plays anything? He could be a little dying boy who plays five minutes a day in between life-crushing chemotherapy. Or a stay at home widower dad who plays for a few minutes while the kids are in bed.
And can anyone here honestly say they don't have a backlog of games? Because if you don't have a backlog, you're doing the whole Steam thing wrong.

I certainly can see that...and I admit, I was a little jealous. but was more thinking fairness to others....
in retrospect, the current system is fine. the last thing I intended was to start any kind of witch hunt.
oh and I must say a big thank you to all the mods for what they do and put up with and also to all the generous gifters.... who I shall be one of hopefully within a few weeks if things go as good as I hope.

I understand the people who are getting jealous after seeing some others have 5 to 10 wins already while they have none. And their desire to find a way to make it "more fair" trying to come up with ideas to help, even though they aren't that well thought.
But I don't understand the people who act like preachers chanting how being able to enter these giveaways is a blessing and we should all be thankful for it.
Nor do I like the way people talking down to anyone who aren't as happy with the "community" and the current mechanics as they are. It is getting a bit weird with these fans lately.

Yeah, there is shit being talked about you on numerous threads that you probably haven't even seen and if I were you I would not want to give back to a community whose vocal majority are a bunch of jealous assholes. That said, this thread is surprisingly more understanding than the other shit-complaint threads that have either faded back into the nether-realms of the forums or been deleted, so I recommend reading what people here have written and using that to influence your decision.
I would completely understand if you were completely turned off to the idea of giving back to the community already, I know I'm starting to question who is winning my giveaways and whether or not I could have just given a game to any random asshole troll on the internet.

Oh wow, 8 gifts and I thought I was lucky with my 2. Well another main point that was already mentioned is the value of any gift. I mean winning Portal/HL2/EP1 is pretty common I would guess. Also other low cost games. Now I'm not saying they are less of a value as some indie concepts are more fun than AAA titles (as they should be with low development/high risk gameplay combination). However if someone has 8 games perhaps 3 of those are Portal, Ep1 and HL2 wins that most have anyway.
I for one consider my win of RUSE priceless. Also I love the Frozenbyte pack I got. It's hard to compare my wins against 8 wins of DrPep as I don't know what he has won. Maybe 2 Portals before the most-not-own-game ban was enforced?

Since this subject has become so touchy, I would like to disclaim first and foremost:
I hold no ill will towards you as a person (or a penguin), and hopefully you don't forget this as you read the rest of my post as I'm really not attacking you. Anything you read from henceforth, even if you might be able to construe it as an attack, is not intended to be. It's just a clarification.
I do not feel "entitled" to win anything. I understand that the gifters are being very kind and that I'm not owed anything.
That being said, I believe that the precise point trying to be made was not that there are a lot of bitter losers who hate your guts, but as someone already pointed out, you've entered so many giveaways, won a vast number of games, and yet you have no playtime on almost all of them (including the ones you bought yourself).
Ideally people are entering (sometimes hundreds of times with no wins) because they intend to actually play the games they win, and were I doing a giveaway, I would want to know that my gift was actually being used and enjoyed by someone. And I'm only entering for games I would like to win because I would really like to play them.
I understand if you're a busy person and just don't have time to play games, but then why keep entering for them? Well to an outsider who doesn't know you, it's very easy for them to misunderstand your intent as being a negative one (denying games to people who wanted to play them), or maybe they even thought that you're some sort of (very lucky) mule account that exists to have extra entries in giveaways (which is what I honestly thought before).

No win limits - it takes away half the fun really. I've not won any yet, and I'm not complaining or going to begrudge someone who has won multiple. If I won a couple of million on the lottery I'd not appreciate someone telling me I wasn't entitled to moar millions :p

Totally agree with this. I have no wins and haven't gone around looking for people with a high number of wins to call out. I also haven't created any giveaways - the Summer Sale blew my budget for games for a while >.< but if I were to win the next 8 then it could easily be me that people start complaining about and I don't think I would have done anything to deserve that.
Additionally, there may or may not be (no really, I haven't checked) someone who is complaining about these people who are winning more often than the rest of us who think they're justified to do so because they have actually created a giveaway, even though the giveaway is worth $1. Jussayin.
