It was all time forbidden to give Dota 2 keys away, only giftable copies were allowed.
Dota 2 is probably removed from the "create giveaway" list becuase many people got several copies, spammed and crashed the site to get free contributor points for a free game and most people that entered these giveaways didn't want to win the the game, they just wanted to win. Another reason is that many of these giveaways were forbidden key giveaways. Many people also won multiple times Dota 2 giveaways and received these copies and neither the giveawayer nor the winner cared about that that is forbidden. And it was hard to see if someone own Dota 2 (because it's a Free2Play game).
