1. While a humble bundle is on sale, do not submit it.

  2. When you submit a humble bundle, it is only acceptable to have an entire unactivated gift URL to provide to the winner. People just giving steam keys and the like will be warned, have their giveaways removed, and if they continue, will be banned.

To sum it up

Submitters MUST have an unused gift URL to provide to the winner.

What about the "pay more than average" extras? Is it allowed to giveaway, for instance, a HIB#3 that does NOT include HIB#2? Should the creator just clarify it in the description?

I think this should go into effect for the next humble bundle since people will already have bought previous ones to gift here. And piracy is probably not a big concern, since people who have actually purchased the humble bundle could get a new one for 0.01$.
Also, is there a way to tell all the keys apart from the normal steam ones? The SpaceChem key, for instance, looks like a regular key to me.

You can identify the keys, usually when you activate it on steam.
Spacechem from HB is listed as "SpaceChem Humble Indie Bundle"

1 is enforced by CG removing the ability to create those giveaways while the bundles are for sale.

2 is an issue of piracy, and should be enforced on all giveaways.

I'm not sure about the rules here, but technically that key is non-transferable and owned by whoever has the HiB3 that it came with.

Cult, I bought a bunch of these and I made a spreadsheet of the key page and the steam keys for giveaways. They are NOT Humble Bundle gift URLs but the only key that has been looked at is the main frozen synapse one, no space chem either. Would these be ok to give away? I bought the for the specific purpose of giving them out here.

The winners will receive the full key URL for the bundle.

I think what you are saying is that you made the steam key visible for your own organization purposes, but none of the key are activated?

If you are giving a gift url that has all the keys still available, then I don't see how that could be a problem.

While it's a great idea and should be how everyone submits humble bundles... I don't see how it would be enforced very well. I guess it's good for winners who do know the rules, but it would rely upon them to report people only giving keys or non-gift urls.

Seems like too much of a hassle. Usually the best options are the simplest. As I said before, mod time would be better used if you guys just got rid of the Humble Bundles, period.

I know it has already been asked but since it wasn't answered I'll ask: Has anything changed in regards to whether the bundle must contain the secondary bundle from paying higher then average or are under average ones still fine as long as they are unused urls?
