Just look up the entries, as far as I can tell there are no RU tags anywhere, so there is no RU version, so there is no lock :)

Ah, someone just brought this to my attention: very often the View on Steam Database button won't show you the specific package you need and you'll have to find it manually. Here's the slightly longer process in that case (with Sid Meier’s Ace Patrol: Pacific Skies game as an example):

I already posted the steamdb link of TR above. I presumed it wasn't region-locked in terms of playing it anywhere, but I just wanted to make sure.

So by using your method the Serious Sam Complete Pack - Serious Sam Complete Pack (October 2012) isn't RU region locked, correct?

As far as I can see that: there is a package with games. The IDs linked in the SteamDB are links to the non-RU gifts who are not restricted. I can even buy the same unrestricted bundle in Germany. The other thing is the Russian version of SS3, which is restricted.

Rayman looks to be region locked (now).
I usually start with opening store.steampowered.com in browser and finding what I want. Then I open http://store.steampowered.com/?cc=ru in second tab and find same game(s) again. Then I compare what numbers I have when I put mouse over that green "add to cart". Same numbers usually means I'm good to go, different numbers require more research, but usually means some kind of region locks.
It's the best to start like this, because sometimes Steam put various versions and still sell same game to everyone.
Note: sometimes DLCs aren't region locked while game is (Max Payne 3 is region locked, but Season Pass wasn't, not sure if they didn't locked it in a meantime).
Oh, and if you're still thinking about Tomb Raider, maybe try to get Tomb Raider Collection instead? Unlike base TR, Collection is same for every region, at least now (which might change).

Football Manager 2014 shouldn't be region locked as the code shown when I mouse over the buy button (30274) in my local Steam store matches the code from the RU store. By checking the steamdb entry it doesn't say anything about "onlyallowrunincountries".

...but I saw a Rayman Legends locked gift in someone's inventory, it had a red exclamation mark and a notice stating it was region locked to RU/CIS. Does it help?

Also there is plenty of games that unavailable in RU region and can only be obtained through gift or steamkey and they can completely block them now.

Mortal Kombat Komplete Edition's code is 29006 -> steamdb, in my Steam store.
In the RU Store is 29307-> steamdb and there is only "PurchaseRestrictedCountries = AM AZ BY GE KZ KG MD RU TJ TM UZ UA", so it's not region locked, correct? It's region-buy locked only, that means you can only buy it from the countries listed above but you can play it anywhere.

It's not locked to play now. But there's always a slight chance Valve/Warner Bros. will suddenly add "allow countries".
Not sure if that ever happened post-release, through. I know pre-orders likes to not have that note and add it at least day/minute.

They changed for Borderlands 2 and probably only screw-up with forcing whole CIS region to only be able to play with Russian language saved everyone who received gift.
Also, I think there were some problems with Colonial Marines pre-order gifts?
But it only depends on that SubID (number you see when you hover over "add to cart" in browser). If it was same as it's in gift-receiver-region, then it's fine. But if number was different, then you're never 100% safe, especially when it comes to pre-orders.

Wrong. CiS Version of borderlands 2 has english language. Well, you recieve 2 versions of the game - Borderlands 2 & Borderlands 2 RU. Different subs. I've traded for 6 months (1 year ago), and had plenty of rgifts in my inventory, for example Max Payne 3 pre order 1. Even after publishers added region lock to the game, gift remained unlocked. Even on forum that i sent before, you can read about DIFFERENT russian subs (some games with RU tag can have the lock, some dont have. Magic.).

AFAIK, people only received 2nd version of B2 because Steam/2k allowed selling Russian-language-only in not-Russian countries at first, along with forcing RU version players to only play with other RU-version players. After some rightful critique, 2k went with quickest route to fix this - all RU preorders receive ROW version too.
But true, different subs happen, even for some region. Like I said, you never know what will happen with those games.

AFAIK that happend because of a petition. Many people here HATE russian versions of the games, and hatred for AWEFULL russian version of borderlands 2 was so powerfull that people acctually didnt want to buy the game because of it not having english version. A lot of pre-order rerolls made publosher (1C, sort of russian EA, but worse) acctually THINK about customers.

I will repeat it here, because all my buyers already know that:Click here look and this forum, it IS russian, but i will tell you how to use it. See a spioler with a game's name? It means it IS region locked, and cant be gifted from russia. Topic updates every time new region locked game is added.

I don't think that list is really accurate because Payday 2 RU has the same entry code as my local Steam.

It is accurate, because it WAS locked for 1 month after release(pre orders are ROW), and after thet they just disabled gifting at all. I can't buy this game as a gift right now, same with borderlands 2 etc. They disables different sub for russia, because you justy cant gift it to somebody.
More info - they added region lock on 8.08.13, gifts bought before that were ROW, after - RU, for 1 week after release it was giftable (but 4-pack option has been disabled in the very begining), and 7 days after release game became ungiftable.
Site itself contain ALL info for ALL games that were region locked in russia, even if they are not locked anymore (in that case words under spoiler will be crossed out). Last thread update - 5th of november.

I've been trying to use http://steamdb.info/ to understand what games are region locked.
I find it a bit confusing at times, so I would really appreciate your help! :P
If you don't mind I would like to bump this thread for every inquiry I have.
After reading more carefully Infernotoni's post on how to find if a game is (un)censored/region locked I still find it a bit confusing so I came up with an alternative solution. The only problem is that I'm not sure if it's 100% working, that's why I need your help.
First thing first, I'm using Enhanced Steam, an extension for your browser where you get a more detailed description about each game on Steam. I went to the RU version of Steam website by using Hola, a great noob-friendly Proxy/VPN extension. (You just go the site you want and click on the little "fire-icon" and select the country that you desire to connect through a VPN)
Note that all the Steam links below were opened with Hola-RU flag.
I went to Borderlands 2 store page (through the RU Steam) where you can clearly see that it says Notice: Purchases made in Russia are only playable in Russia, Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, Uzbekistan, Ukraine, Latvia, Lithuania and Estonia. I then went to steamdb.info to make sure but here is were things get complicated! :/
On the main page it shows that the game is available in all the markets (US,UK,DE,RU,BR etc.), but if you go on the second tab "Packages" you'll find another entry as 16725 - Borderlands 2 RU CIS with only the RU flag listed and "onlyallowrunincountries = RU AM AZ BY GE KZ KG MD TJ TM UZ UA LV LT EE". Same thing with Borderlands 2 GoTY (the link only works on the RU Steam store), the steamdb page says "PurchaseRestrictedCountries = RU BY EE LV LT UA AM AZ GE KZ KG MD TJ TM UZ" and the "onlyallowrunincountries" is nowhere to be found. So I suppose that Borderlands 2 RU (just the base game bought from the RU store) is region locked thus making Borderlands 2 GoTY RU region locked too because the base game is region-locked.
Same thing with The Elder Scrolls V: Skyrim, as it says Notice: Purchases made in Russia and CIS countries will only be playable in Russia and CIS countries.. The steamdb page has a different 12100 - Elder Scrolls V: Skyrim (RU) entry with the "onlyallowrunincountries" restriction. Elder Scrolls V: Skyrim Legendary (RU) steamdb page has the "onlyallowrunincountries" too, so it's clear that Skyrim (base or GoTY edition) is region locked.
What about Rayman Legends then? On the RU Steam website it doesn't mention anything about region-locking (as explicitly stated in BL2 and Skyrim) but in the steamdb page there is another 31214 - Rayman Legends (RU) entry which clearly says "onlyallowrunincountries = RU BY UA AM AZ GE KZ KG MD TJ TM UZ". So is Rayman Legends region-lockd or not?
An example of a game that is clearly not region-locked is Terraria as the steamdb doesn't have any RU-tagged entry.
P.S. I hope that I made myself clear enough as this procedure is quite confusing. Also, an easy way to find the steamdb page of a game is to copy the "app/xxxxxx" section of the Steam page URL and paste it at the end of http://steamdb.info/. (e.g. http://store.steampowered.com/app/105600 -> app/105600 -> http://steamdb.info/app/105600/)
