Not everyone knows about HB or even comes to the forum (and thus seeing it is free). Plus, a handful may not have a HB account and don't want to create one.

You do, however, need a HB account to claim the page to your hb profile, so you have it as a record that you own the game. Like say, in the instance you get hacked or something and need Steam's help to reclaim your account. Having a proof of purchase of the games is a good back-up.
