Yes, I did go through all 1150~ entries. (Ugh... that took a while, at least two movies on netflix ... I think I created a problem for myself that I did not expect by letting that giveaway stay open for a week or so.)

No, I did not blacklist all of them.

Some of them I actually added to my whitelist!

I did not blacklist people who were obviously non-english speakers. I did not blacklist people who had never won a game before, were recently signed up on steamgifts or those who have obviously given much more than they have won on steamgifts

I did black list pretty much anyone who says 'Thanks' in the comments and those who were what I would consider leechers. A few I blacklisted just because their username/avatar was offensive.
