I had a conversation with the support over this issue and explained multiple times that I know I can't activate it and wish to gift it to an american friend. But they always said they can't do anything about this and can only offer a refund for the product. I think it was some kind of strange timeline. As I bought the game I could see the key (so it was not a giveaway link anymore, my mistake), tried to activate it and failed. Then I proceeded to make a giveaway for it and after it ended I wanted to get the key and it was not there anymore. Then I contacted support .... It seems in the meantime HumbleBundle found out about their mistake that the game should not have been sold to a german IP and therefore deleted all key entries they handed out so far. Like I said, it was not "possible" for them to give me the key anymore. And it is the first game from Capcom so far I have encountered this issue. RE5 work without problems and RE4 worked as well although HumbleBundle may sell now only the german version instead of the ROW. I still got the ROW, bought it together with Dead Rising 2: Off the record.

Hm, I may be disinformed then. I thought I read somewhere that Dead Rising 1 and Off the Records have complete locks while Dead Rising 2 and 3 for some strange reason could be activated. But checking your library you definetely have Off the Records in there. Have you installed and played that one as well or only Dead Rising 3? Then it may be related to keys only like you said. Or it is an oversight with the Dead Rising 2 Complete Pack? Capcom messed really up there. I may look into this again.
