As long as this is not a german key you will get the full uncut Version of the game.

I thought or actually heard that as soon as you activate a key in Germany it will download the cut version instead of uncut. A friend told me he activates the VPN just for the activation and download which is probably the easiest way to go around it.

I live in Germany too and did it already, so you can trust me on this, wirklich ;)
If you would by it from Steam directly your only chances to get the uncut version would be to trick around like that with a VPN including all the TOS risks. But if you get a ROW key/gift from a friend outside Germany or a globally acting (not Steam) onlinestore anywhere, you are fine and will get the full uncut content even when there exists a german cut version :D
With a prepaid credit card you even can buy them from Amazon.com.

Yeah, there was something with Sleeping Dogs.
The Definitive Edition recieved a Geolock. Schnittberichte:"Die Definitive Edition erhielt nämlich einen Geo-Lock (ähnlich wie Wolfenstein: The New Order) und lässt sich weder über eine deutsche IP aktivieren, noch starten."
While my statement above is still right in general [for example: Dead Island, Bioshock, Fallout 3], there are some confusing statements on the forums about Steam patching Sleeping Dogs (the version before the Definitive Edition without Geolock) to the cut version. Some are confirming this, others say they still have the uncut one. But this only seems to occur with Sleeping Dogs - not with ROW keys generally.

I have the definitive edition and can still enter for this FYI. I wouldn't take a spot from someone without the game, but someone might accidentally enter.

Actually, after doing a lot of research and comparison I came to a conclusion that the Definitive Edition is actually inferior to the original in terms of graphics, even the added fog and extra NPCs don't change the fact that the original looks better and performs better. So you can actually allow the owners of the Definitive Edition to enter this one to save them from the horrors of a crappy PC port of a nice PS4 port of a great PC port of a nice PS3 game called Sleeping Dogs. xD

DE:HR Director's Cut wasn't as bad of a cash grab still. At least they didn't make the graphics worse, they included stealth options for bosses from what I know, and DC edition has Steam Trading Cards added. However in terms of Sleeping Dogs Definitive Edition the graphics got worse, no extra features are added, and it's the original that has Trading Cards while the Definitive Edition does not. >_<
