I'd say it can be an indication of the type of person someone is.
I've never recruited for a giveaway group, but if I was, and it was of those ratio-type ones I'd certainly worry about inviting someone who had a good chunk of negative trade feedback. If they've ripped people off in trades they might rip the group off by entering and winning giveaways without giving back what ratio they agreed to.

If someone is ripping people off in trades, that person will very unlikely have a "clean" gifting profile either. On the other hands I'm pretty sure that a) many gifters here don't care about trade and b) the bulk of Steam trades is done outside this web site.

Well I certainly wouldn't look at zero trade feedback as a bad thing, should the person (such as yourself) not have any in such a situation. As you satated, maybe it's because they're not interested in trading or because they do it elsewhere.

Why shouldn't it be ? Trading is part of the site. Personally I wouldn't add someone who's obvioulsy a scammer to my whitelist.

Not checking the forum much, mainly because..
- There is no option to sort all threads by date created (or there is?).
- Based on my Steam profile, yep I don't talk much.
I join in and check the forum only when..
- I have no point left (Rarely, because most of the time My SG shows only 5-6 pages of giveaways (3K+ games owned).)
- Looking for a deal.
- Looking for a puzzle to kill times when I got bored.
I leave a comment only in a thread that someone specifically mention my name, or Not many replies yet.

Lately I've been filling my whitelist. My only criteria is that I need know the guy(duh) and that I like them because they are cool nice dudes. Level and ratio is not a criteria for me, or I would be a very hypocrite person more than I already am.

Give mostly to whole community in public GAs or some events rather than participate in one or two 1:1 ratio groups (that's more than raffle with making GAs as buying "tickets" than giving games to strangers to make them happy).
And have activated all wins / don't have multiple wins. That's my "definition" of good SG profile. I don't care really about forum activity, not everyone is loud extrovert who loves to make tons of more or less needed topics.

I don't have much qualifications to a good profile, I usually just add nice, funny, any interesting people from the forums. These are kinda just disqualifiers, when I go to someone's profile to whitelist them, if they don't have theses qualities, I probably won't whitelist 'em.

On my whitelist are different people. I added people who are active in the puzzles, people who voiced opinions in the forum I agree with and sometimes people who I realize have put me on their WL.
As to a spot on your WL:
Level 1 or higher ✔
Good ratio. Sent more than won. ✔
Created recent giveaways (in the last month or so) ✔
Giveaways include unbundled and highly acclaimed games ✔
Recent giveaways are not all for private groups ✔
Untainted trade ratio... since I don't trade it's still good ;-) ✔
A good profile IMO doen't have not activated wins, multiple wins or other infractions. Rulebreaker I put on my blacklist... which sadly is a lot longer than my WL.

To me, a good profile is simply a profile that follows the rules. Having good ratios, being higher levels or anything else is just irrelevant.

Ratio means nothing if you have only given away a few tens of gifts imo.
Who has a better profile, a guy with 2 gifts won and 9 gifts sent, or a guy with 500 gifts won and 450 gifts sent?
Who has a better profile, a guy who has given away a 100$ AAA game and has won 5 1$ bundle (or even free) games, or a guy who has given away 9 1$ bundle (or free games) and has won 2 100$ AAA games?
The number and value of giveaways are meaningful, the ratio alone means nothing imo.
Answering to your question, my criteria is whitelisting people who have whitelisted me. I haven't created a whitelist giveaway yet though because I only have 3 people on my whitelist lol

So you would whitelist a guy who has given away 9 Gun Monkeys and has won 2 Fallout 4/MGS5 but you would blacklist a guy who has given away 2 Fallout 4/MGS5 and has won 9 Gun Monkeys.
Makes sense :) Not my criteria though, a user who has given away 2000$ worth of games has a better profile than a user who has given away 50$ worth of games imo

No. I don't use whitelist. I find the sheer idea behind it childish, offensive, elitist, and snobbish. Too snobbish even for me. And I'm the kind of guy who can get repulsed by console peasants.
But to be on a hypothetical level, no, I wouldn't. On the other hand if a person has enough money to just give away 450 games, they don't need to hoard back 500 from the community.
Not to mention what the hell would you do with 500 games anyway? I have been playing video games since the age of 13, for 18 years, and I have beaten about that many. Well, maybe more, since at a time I was playing a lot of casual games, practically like 150 from Reflexive Arcade alone.
Still, I find this hoarding nature more offensive and harmful to the community than a guy winning ten AAA games with zero giveaways but actually playing through them. At least he gave enough respect to the giveaway creators to use their gift instead of putting it to a non-existent shelf to have another game towards a pointless 2500+ games badge.
Heck, I even appreciate when someone just idles the stuff for cards. At least they do something with it instead of throwing it in the corner.

I'm not extremely strict in my whitelisting, because, being in a financially unstable situation myself, I am aware of how even giving away a small bundled game can be really hard. Heck, without TremorGames, I would probably barely ever give anything away.
However, at some point when I was close to winning more than I had given away, I simply stopped entering giveaways. It isn't so hard. When I see a profile with 100 wins and 10 giveaways created, I usually go "Oh, come on... seriously." At this point, it's not about being "low on funds", but just being plain old greedy. And that's why some users here don't get on my whitelist even though they are fairly active community members. :P

For me I have a simple one, if you are a nice guy in the forums, or around other places, easy whitelist! But if you are an ass, or begging, or any other not so good stuff, blacklist. I also base it off of what they giveaway, if they give away a lot of bundle games, and they don't have too many games themselves (or mostly indie/free games, like me) then I will whitelist them. They are giving away what they can afford to give away. I'm not going to judge people if they only give away bundled games. Just if they have won a ton of games, and haven't given away any/a low amount.

Hmm, this is something i've yet to distinguish. This is could be why i do NOT use this whitelist feature, it's a tad redundant imo. Ratio is not important to me as long as people are not using this site to increase their libraries. I prefer people who play their wins (not IdleMaster) even if they don't give back much. Giving away games is not an obligation, although people who get involved in this community through discussions will eventually give away something. When I joined steamgifts it never crossed my mind that I'll be buying games to give to strangers, I was here to get free games until I found the forum.
If they have broken the rules they don't have a good profile to me, giving away free games to farm CV will get them on my blacklist.
I can understand people who give games exclusively to groups if in the past they have made public giveaways. I'm getting sick and tired of asking for re-rolls myself.
When a user has some negative trade feedback I read the comments and judge for myself. I've seen some me and my whole family, definitely not alt accounts, will blacklist/-rep you threats before.

I'm trying to come up with some guidelines (for myself) for whom to add to my whitelist. One factor that I'm looking into is the users's participation on the forum. If they post really insightful or interesting comments, nothing else really matters. They can be Level 0 and I'll whitelist them. At the same time I'll also add people who are "giveaway saints" (I'm looking at you, PuddlePirate) - those who continue to give and give even if they have little or no wins. They'll be whitelisted too, regardless of participation in the forum.
The more challenging thing is how to balance comments and profiles when both are ok, but not exceptional. Here are some factors I think are worthwhile to consider that contribute to a good profile:
