First we have to define "banned" to avoid misunderstandings.
"Banned" usually means that Steam removed these games from the storefront either due to DMCA claims (keys get invalidated and don't work anymore after that) or because Valve ends the partnership with a developer due to misbehaviour (keys and gifts still work).
But I suppose you mean games, which may not sold in NZ due to the government's or an institution's decision who checks games for violence etc.
These can sometimes be activated as usual, but sometimes (if the app includes a region lock) you would need VPN to fake your origin to some region where it's buyable (or travel/move there, but that's somewhat exaggerated :D). Be also informed that if the app has an IP lock, you can't play it without VPN for the first 88 days after activation. But you can just wait..

[Yeah I hate it, but this is my thoughts: the term "banned" should never have been used to define a game that was "removed from Steam". The dev or publisher may have been banned, but the game was just removed (key revokes, which can happen with any game, don't warrant the term "banned")].
Anyway, up until just recently, actual banned games could still be activated here in NZ.
There are now at least two cases in the last year or so where a banned game has also been region-restricted.
If I have to use a VPN to activate a game (if that's even possible), then that would also imply that I could run into issues playing the game? And if I VPN activate a game, does that then screw over my region settings for Steam, or is that a whole different thing, and nothing else gets affected? It's not the end of the world, as the particular game I wanted is probably not worth the effort anyway.

So, you said one thing, but you do another,
If you leave the country physically or "digitally" using a VPN is up to you. Normally it's not a problem, but technically "leaving digitaly" is forbidden by steam.

There are very few (mostly modern games) that actually require a VPN to play as well (at least the first 3 month or something like that) usually thats not the case.

The difference between removed and banned is that banned games don't count toward your game count, don't show up on your games list, achievements aren't listed on your profile and trading cards aren't marketable anymore.
Keys get invalidated, if the reason is a DMCA claim. It doesn't matter if the game was just removed or banned.
Yes, there are a few games which can't be played within the first 88 days after activation without VPN. An example: Steam DB entry for Wolfenstein: The New order ROW. There you can see that it can't be run in Germany. But you can run it with VPN (wouldn't suggest though due to ToS) or like every other game after 88 days waiting. Valve implemented region locks only for this period of time. Noone knows why, but well.. I'm glad about it.
Region settings aren't changed by VPN. Even if you move to another country, you have to change your store settings manually.

typical Groupees garbage.... and they expect you to buy it blind. Not sure why they bother anymore. It's time to close your doors Groupees. The only thing keeping me from saying that for the past couple of years was all the people that were invested in the Be Mine subscription, but now it's close enough to fulfillment about 2 years later that I will.

well at least they were honest about what was in it (though even then I fail to understand how those longboarding and casino games have to do with Postal...). If Groupees ONLY tries game bundles, then yes I would agree, but their diversity of stuff (with some of their comic bundles better in value than Humble and def better Music bundles than any of the other sites) keeps Groupees somewhat relevant.

Well if they'd want to do music or comics bundles that's fine as I never really cared about them (and the majority of game bundle buyers probably don't either) so I can't really judge those. Beyond that though the way they conduct business is exploitative bullshit and has been for a very long time.

I don't think IndieGala is really any better, and Fanatical not disclosing sales totals gives me doubts on how well those bundles really sell. Sure they do spins on their hints and what they bundle, but don't all the bundle sites do it to some extent (and some really only hyping up achievements...)

Well they did do an Interplay 35th Anniversary Limited VIP Bundle in may that was obscenely expensive but could use their long forgotten coins on it. Also at the same time there was a decent-ish cheap Redneck Rampage bundle. And then the Daedalic Entertainment Build A Bundle in july where Blades of the Shogun was 5USD.
Thats like 3 not-totally-crap bundles out of 20 in a year. That deserves some credit right? :D

Maybe, if they weren't as you accurately put it "obscenely expensive". And if they didn't then just dump many of the games from those bundles in grab bags in subsequent bundles anyway. The whole coins thing is nonsense too. It's only there to keep you on the treadmill and hamstring you into buying from them over and over again rather than doing it in a more natural way and inspiring you to come back because what they are offering is genuinely good on it's own. Once upon a time when they first started out that was actually the case. Sadly, they went to the dark side and those days are long long long gone.
