the displayed percentage is counted between levels.
last level was $50 and you giveaway $38.6 after level up.
$38.6 equals 77.2% of the progress to the next level.
this means that you already got 77.2% to the next level that counted from the previous level.
(this is based from what I noticed so far as to sgtools and fractions of levels in steamgifts)

Edit: Was a bit confused when it says my real CV is $88.60 and my % is 77.2. I've worked out that the 77.2% is the % of getting to 100 from 50 so this train will definitely get me into level 4 :)
