So let me get this straight, if I buy the $1 tier now, with the BTA at $4.11, can I get the BTA content by paying $3.11 or is it a whole $4.11 purchase that includes the $1 keys?

you will be able to "upgrade" your payment to $4.11 in future. You will have to do it from your bundle keys page pressing that link "Like what we're doing? Click here to increase your order amount!"

I don't understand your question fully but I'll try to answer it anyway. If you buy the $1 tier now you lock the BTA price and can get the BTA contents by paying an additional $3.11 anytime later while the bundle is live.
If you pay $4.11 now you receive the complete bundle (without the third tier obviously) including all games that will be released next week.

Write to support, and give info about the way of purchase, email address, account etc and ask them to re-send the mail. It'll be done quite soon, maybe a day tops.

maybe they're also on steam, cause it says special edition which includes also Artbook and Soundtrack on Steam, but the extras are definitely directly accessible from HB
