Based on gameplay I've seen, I don't know why the requirements are so high. Even 40GB seems like way too much, but I guess we'll find out when it releases.

One likely scenario is the requirements are precisely because the game is so large. And the game would only be this large if they did a poor job of scaling the textures (which puts unnecessary strain on the system, because for example, the GPU doesn't care about the texture quality when streaming it, but the texture size), especially considering the size of the game itself and its maps and level design. Point is, the requirements are indicative of the quality of their development.

The only reason I would believe you is because previous Call of Duty games have been quite small-scale, short campaigns, small multiplayer maps etc. However, Infinity Ward did announce that this is their next gen engine, possibly hinting at bigger and better things to come. I'll remain optimistic that these requirements reflect a new and larger scale game.

That is also what I based my opinion on. And just because they announced a new next-gen engine doesn't mean much these days. You know who else announced a new and better engine? Bethesda for Skyrim. Turned out it was the same engine, patched to death, and still carrying its generation's issues.
On top of that, if it is a new engine, then it could very well be they haven't gotten familiar enough with it yet. Or it's just shoddy programming, bad porting or what have you. Thrown together for the sake of it.
I, for one, care not for their preaching. Everything they talked about concerning their engine has already been done a long time before and better, and as far as the game itself goes, it doesn't look that special either.

So... i have a GT 430 1 GB 128 bit card... with 3gb ram.. i had no problems running Black Ops 2... what do you think guys? i think it will run this on low/medium, who knows

Depends if the game is optimized well. But GT430 is way too low, maybe on low resolutions, below 720p or so. I wouldn't buy the game just to find out, LOL.
