March 22 2016. You had to play a space minigame and if the community collect enough points in that, thresholds gave you different items. Mostly free DLC, forum avatars/icons. It was the Crusader Kings II: South Indian Portraits. But it seem the 5th Year Anniversary contain this???

As much as I like Crusader Kings 2, Europa Universalis IV and Stellaris this is quite a dick move in my opinion. To give away a game that they just not so long time ago promoted on Humble Bundle for money. Paradox is becoming more and more thirsty of money with their endless DLCs that add just an extra button to the game and continuous promotions when they could just lower the DLCs prices permanently or give the oldest ones for free. This coming from someone who owns all of the DLCs in EU4 and CK2.

That's a rather silly argument in these days, when sales happen pretty much every month on some store or platform.
They'd never be allowed to give a game for free, "because it was just on sale" somewhere. Not to mention that we talk about a 6 year old game here and the Humble Bundle also included the "Old Gods" dlc, which alone costs more than tier 2 did.

Have you seen recent EU4 expansions? They are useless to the gameplay but add a nice little bonus, however, they cost 10EUR and if there are cosmetics, you'll have to buy them separately. Paradox's CK2 crew is not YET doing it, but when they run out of ideas like EU4 they'll start milking players for every little detail they add in the game.
No revenue from CK2 sales? No problem: give main game for free, they'll buy expansions (because main game as it is has not that much to offer as fully upgraded one) and farm the trading cards. 140.000 3 0,01 = 4200EUR and that's only from the maximum hour logins. There might be 400.000 or more accounts farming those cards.

I agree that the recent EU4 expansions have been mostly about adding more modifiers. But so what? I didn't buy the last 2 and I don't mind. And I don't see how that has anything to do with CK2 being free.
Your argument that players of the free base game are enticed to buy expansions (or generally introduced to their grand strategy games) that actually enrich an already great game is how exactly a problem either? Is there anything bad or illegal about reaching out to new potential customers?
I have yet to see ANY argument at all why this is a bad move that should be criticized. Does PDX expect to benefit somehow? They sure do. So does anyone else who gives free stuff.
