We had beggars when the site ran on invites, so I don't really understand how bringing them back will get rid of the beggars. The ratio of legitimate users to beggars could possibly still be the same as it was before but there's 2 key factors that are warping the current perspective:
1) If the ratio remains the same (or even goes down a little), then more users will mean more beggars. If there were 100 users and 9 beggars and that changed to 1000 users and 90 beggars then people won't view it as a total population increase, they will just view it as 10 times the number of beggars.
2) Many people didn't/don't like the idea of removing invites, and so they are now more likely to report beggars than before in order to try to "prove" that the new system doesn't work. If you add invites back then you'll likely see the number of people complaining about beggars asking for games decrease, but then you'll have beggars asking for invites.

I'm not advocating this idea one way or another (haven't thought it through yet). Just throwing it out there.

It's an interesting idea but sort of counter-intuitive to the nature of the site. If a person can only afford to buy $10 games, then they are the ones who are most deserving of winning a $60 game. This would make it so that only the people who have proven they can afford to pay for the game being given away can enter. This of course makes the site more about the greed of getting what you can already afford for free, rather than the generosity of giving to those who can't afford it.
Note that this is just one of the stances against your idea and there are certainly both good and bad things about it, but I just wanted to get the most obvious negative aspect mentioned and out of the way.

I was going to mention this myself, but figured it was obvious enough. For those of you not aware: the value of your account is not based on how much a game cost when you bought it, but how much it costs to buy at the present moment. That $60 boost to your account from Skyrim will eventually only be a $20 boost.

For the record, I'm not suggesting that raising the barrier of entry would stop beggars. I can deal with beggars, that's not the issue.
What I am suggesting that raising the barrier (to $100 or $150, which is nothing outrageous to the average Steam-user) would make it much more difficult for people to cheat the system. Would it completely stop people? Of course not. But at $50 it is in my opinion far too easy to create dummy accounts to in order to circumvent site bans and/or illegally raising your chance to win by using multiple accounts to enter giveaways.
