This has happened to me more than once. I usually respond in this manner:
- Wait.
- Wait some more.
- On the sixth day, send an email to their address. "Unable to contact you, but I can just re-roll...."
- Enjoy either the mad scramble and apologies of the person seeking my gift or the re-rolling of the game for someone who will actually appreciate it.
- Profit

If you can demonstrate that you attempted to contact the winner and were unable to get a response, Support will give you a re-roll. Keep those screenshots and emails handy.

What I get from this is that you still have to try to send them the game, even if you failed to make a direct contact with the winner (even though it wouldn't really make sense to reroll for a key that was sent since there is no guarantee the winner didn't touch it).
Anyway, I ususally send it without contacting the winner, but if I were to give away a really expensive I'd rather get in touch with them so that's good to know.

The passage you cite actually refers to two different things; contact, and delivery. Some people do not deliver their gifts until they've made contact, while others deliver without even trying to make contact. Support will allow a re-roll if we are able to determine that you tried to deliver (contact or delivery) and were unable to do so (no contact and/or no redemption of gift).
In cases where you sent the gift but are not sure it was redeemed, you may take a re-roll with the risk of your gift having been claimed.

if they activated or redeemed the key/gift you attempted to send, you can't reroll obviously. you need an unredeemed key/gift to give to the new winner. it still didn't clear it up. i still can't see it like you did.

Don't focus on the activation part but rather on the "attempted to send".
Even though I can see how you can interpret that this does not require to send anything, I still think it's confusing.
And for me, the "and" means you have done both : attempting to contact the winner directly, attempting to send them the key/gift.
Not that you can just try contacting them without sending anything then ask for a reroll, or try to send their gift by mail but not trying to add them on Steam then ask for a reroll.

i still didn't get it. maybe if they have written it "they have not yet activated or redeemed any keys or gifts which you attempted to send", you would see it like me? because i definitely can't see it like you do. i'm a lost cause. sorry. :D

I can see it like you do, but I can also see it like I did. That is why I think it's confusing.

I see that Khalaq already answered you, but yes, for example SleepyCat once rerolled a GA of mine because I claimed the user never accepts my friend requests and I wrote in his steam profile claiming he had won one of my games, so Sleepy asked for a screenshot of the pending friend request and himself went to the guys profile to see my comment and rerolled (:
Also make sure that the winner of your GA's has their win activated, you dont need to check them all, just check 5 or so, eventually if he doesnt activate some, you'll find it out and = insta-rerolled + suspended = awwwww yeah :3

why 5 or so? you should check one month period. at least that's what i get from one of the reroll reasons. "Regifted or Did Not Activate Previous Wins This Month"

Somebody probably already suggested this but when the winner's profile allows public comments I normally leave a short message saying that they won a giveaway and that I sent them an add (just for context).

First of all, ya it sucks that there are some people out there who don't bother to check why someone is adding them. But all you can do is wait 7 days after the giveaway is over and then reroll. And you did it the right way too, you tried to add the person to give it to them that way you know for sure they got it.
Second, its really nice to see someone who is very new to the site and is very giving. :)
And seeing as how you like cat gifs, here is I think my favorite one of all.
