Starting later this year, Steam will begin supporting local currencies and payment methods for some additional countries. The rollout will occur over Q4 2015 and Q1 2016 for the following currencies:

South Korean Won (KRW)
Swiss Franc (CHF)
Indian Rupee (INR)
Chinese Yuan Renminbi (CNY)
Chilean Peso (CLP)
Peruvian Nuevo Sol (PEN)
Colombian Peso (COP)
South African Rand (ZAR)
Taiwan New Dollar (TWD)
Saudi Riyal (SAR)
Hong Kong Dollar (HKD)
Taiwan New Dollar (TWD)
United Arab Emirates Dirham (AED)

It depends on the pricing. If the prices are equal to USD you'll able to buy ROW Gifts eg: New zealand and Canada still can buy ROW gifts becoz there is a little change in price compared to USD. In my case after the currency change all steam gifts get region locked becoz we get some price of games equal to russia

I got it too , ive been buying steam games on USD Dollars for over 5 years.., and some games on Brazilian Reais (50%) that are a Cheaper than steam. The problem is , i dont think games will be more cheaper , because colombian pesos are very weak against USD Dollars.

Now Steam got my atention again.

In my country, Vietnam, people who can get more than 500$/month will be consider rich man. And we have to pay the same price with all those guys from USA. Please add VND currency in this list, we will be very appreciate !

I can't believe we don't have ARS. We are paying 35% extra for EVERY purchase we make.
