That's strange, usually when I try to activate a code for a game I already own, Steam then tries to install it (giving away the name in the process)

I have turned off the "confirmation process" when installing so it's just allocating space and then the whole download dialogue is gone. If I already have the game installed maybe it didn't have to allocate space and install it so I never got any pop-up with installation. I dunno.
