The way I look at it is, when you're giving something away, you're giving it to someone and anyone who "wants" it, unless stated otherwise (as in, unless it's an invite only/group members only/private giveaway). If they enter the giveaway, then that's interpreted as them wanting to win the game in question. How they use the gift they won is entirely up to them and it isn't really up to the gifter to determine whether their conduct is "worthy" or not (unless they re-gift it, which would obviously be against the rules of the site).

As a side note, there are people like me who play in offline mode most of the time (because of family-sharing restrictions). That leads to fully erroneous playing times, and often achievements are not taken into account properly.

When I checked the profile, I found that even the game with the most number of hours didn't have any achievements and it looked like the games were just idled to farm cards.

Ticket is 7+ months old, first( and the last) reply from mod is 4 months old, where he said "I've put this in the moderation queue to investigate". That's one long-ass queue, if you ask me.

honestly, since you didn't play more than half of the games you won here, it's really a little unfair to imply the winner would not play the game, and therefore not give it to him. :)

reroll can be requested only if the person broke SG rules, already owns the game or some games from the pack, is no longer in group (only for group GAs), rejected his win or doesn't respond to you trying to contact him. Here none of these takes place - so no, you will not get the reroll. It's your choice thou whether you decide to deliver him a game or not - just be prepared to get "Not received" if you don't. All you can do is to put him on your blacklist if you see it justified so he will not be able to enter more GAs of yours. You can blacklist anyone for hatever reason you feel like.

I'm not sure what the difference is there, or why you even brought that up. If they're not going to play it, the number of games they own shouldn't make any difference.
Anyway, to answer the question: That person entered like everyone else, and won fair & square. I know I'd be a little miffed if I entered a GA and the creator didn't want to honor my win simply based on how many games I've purchased. Not to mention there are a lot of people here who give a lot more than they receive, so I wouldn't feel bad at all if they won a game and never played it. They won -- it's entirely up to them what they do with the game.

I have over 3500 games, and aside from Skyrim, I don't have more than 40+ hours in any game. The thing is, I have completed many of these games and one side effect of having so many is that you're less likely to come back to the same game once you're through and will most likely move on to the next. I have a lot of bundle fodder meaning a lot of idling for cards, but I only enter for games I'm genuinely interested in playing so I'd be a little annoyed if you were to use those criteria to decide that I'm not worthy of your giveaways.
You can always blacklist people if you prefer to give to those who have less, but once someone win a giveaway of yours, you can't re-roll on the basis that you feel they have "too many games".

That's not a valid reason. He may play Payday 2, you don't know that. And if he doesn't do it now, he may play it in the future. But even if he doesn't play it at all, you have no excuse to not give him the game. If you wanted to pick the guy that you want to give the game to, then you should have given it to a friend of yours. There are no rules for not playing a game that you won.

Yes, you have to give the key. Also 2500 is just a beginner collector :p Also, it makes no difference how many games a person has. I will never play most of the games I bought myself, so actually I have alot less games to play. Perhaps the games he wins here are the only games he will ever play?

that's a poor reason to re-roll :/ I am a game collector and I'm getting into game review/critique, rarely playing any games I win or buy except to idle and for maybe a couple hours for first impressions and review. The winner may be the same, or even a card/badge hunter, you dont know! If I won the game and you decided you didn't want to send it to me because I have too many games with little playtime, id be rightfully ticked off and confront you on it. It's not your job to judge the worth of the winner, if you want to make giveaways for a particular demographic, then make a private group with such membership requirements, and giveaway to there.

"Might not play this game" is not a valid reason to re-roll a win.
In the future, if you wish to restrict the pool of potential winners, do so when creating the giveaway. If you offer the game to "everyone," then you should expect that to include people who may decide never to play the game they've won.

You cannot reroll, unless you ask the person for permission (which I highly doubt they'll say yes to as you need to tell them why first).
So either give the game over, or get the 'not-received'.
This is Steam'Gifts', a gift doesn't have a prerequisite. It's simply a present. If you want to make sure those who win your giveaways will actually play it, make a masssiiiveee blacklist or a whitelist.

I was about to send the key to the winner of my Payday 2 GA when I realized the insane amount of games this person has amassed, over +2500 games.
I looked at this person's game library and found the most hours on a single game this person has genuinely played was around 120, an AAA game mind you. There were also a few more AAA games with 30-40 hours logged in. Some indie games at 10-12 hours. And the rest were your typical bundled games, ones with very little playtime, 1-2 & 4-6 hours, and it is clearly shown that these games were left running just to farm the cards. The rest of the untouched games happen to be a big majority of indie games without any cards, I would say about 60% of the +2500 games remain here.
And It doesn't help that the winner has only played 3 hours of Payday 1, along with no signs of any statistics or achievements recorded. Most likely used to get cards, sadly.
I understand people have their reasons for adding games to their grand collection and establishing a backlog in the process along with many other reasons, but surely it's not possible for someone to play +2500 games in one's lifetime?
I mean I'd rather (and willingly) give it to someone who has 500 games and not touch it for years than someone who has +2500 games or at least someone who is slightly interested, it seems like such a big waste.
Do I still have to give the key? What do?
