I have a 100% off voucher for nba 2k20 that was won on greenmangaming, the voucher itself is region free but if I redeem it, the steam key will be locked to my region, would it be ok to just give the voucher to the winner (so I can mark the giveaway as region free., but then they have to have a greenman account to redeem) or just redeem and mark as region locked? Or is it against the rules to give away non steam codes or humble gift links?

Technically speaking, giveaways must be for Steam redeemable gifts or keys, or gift links that give direct access to Steam keys.
In practice, what matters is that the winner receives the advertised item in the end, so workarounds like this would generally be fine with most users; however, you might as well run into the prick who strictly refuses to do so on principle, possibly getting the key anyway, and reporting you for a fake giveaway afterwards (since it wasn't done according to the rules).
So... thread carefully, but I'd personally advise against it in a public or semi-public environment (works better in small groups).
Better ask a trusted friend for help / use a VPN to get a region free key... though being 2K, there's surely some weird region lock anyway (they even have one for Europe, could you believe it?).

Yea, I will just give away another game, as it seems 2k has locked the steam keys for this game in the region it's redeemed in. I appreciate the response!

Hello everyone. Its almost September.which means its almost time for the annual Community train. the last one ended up being the longest train on site with 4500 total GAs. so
The OG behind this event is Xarlor who came up with the first community train .
it was done again by UserCar007 with some changes that i have decided to keep. which were disallowing DLCs and adding a game value requirement .The Third one was done by me .And I was greatly helped by Canis and icaio. And i was just informed that there was a 4th one byDragoZeroNova
Must Start on September 1 on the earliest
Must end September 28
No region restrictions
Set to "Invite Only"
Game value 5P or more
No DLCs
Set Contributor Level no higher than 4

In case of games that haven't been released yet and games that were just added to the SteamGifts database. they will have a 0P cost until release or the Database catches up. so the rule for those is that as long as their cost wont be 5P once that happens , then the game is good. it is easy to figure out what the price range is going to be by simply look at the store page. had to add this rule mid event cause there was nothing about stuff like this and i honestly didn't think about it.

Check your GA comments regularly until you get a link for the next cart. You are responsible for adding the NEXT link in your GA description to keep the train
