If he is new to SG, maybe a sentence like " you MUST activate your wins in your steam account " can help them before report them but if they already know how the system works so we will summon suspension god !

Had this happen to one of my earlier giveaways this year. I felt cheated knowing someone profited from my generosity. I did send a support ticket because such people shouldn't be here but it has not been addressed for a month and I don't expect it to be addressed until 2020, so he will have more opportunities to profit from us.

I wish there was an automated system to at least mark people who don't have the game they marked as received so someone can manually review it.

E: Also, couldn't find the person to blacklist :/
