it doesn't seem to do anything other than look at your facebook friends to see if any of them are linked to a steam account and then suggest that you might want to be steam friends with them too. i have mine linked so people i actually know can find me on steam more easily.

typically you need to recommend another game / upload another screenshot / comment another friend's profile / etc. at least that's how they worked when you could get a ticket / piece of coal for doing it.
