the vast majority of those games are junk and probably get a lot of their income thru massive volume of cards. so the more that get moved, the better. maybe there is some steam rules about excessive free giveaways, i've always wondered why there isn't more of that

Yeah, they only accept credit card payments which get validated thru the bank (e.g. you signing the request with a token through your bank). Makes sense in a way, to many scamming already with stolen numbers. I hope they'll implement an order fee in the future instead of per product so PayPal is always usable.

Ah, so 3-D Secure enabled cards only. That's critical information that needs to be in the OP. Most people in the states have never used it. Also, it goes under different names depending on the type of card:

Yes, it is going crazy the amount of games getting sold! Just input a high amount in the order form and it will display the current stock. For orders over 100 games, you should use the wholesale order form, you'll even get more discount then.

Paypal isn't available for the buy in bulk or wholesale bundles. I also tried credit card, but it didn't work. I found a link about enrolling your credit cards for 3-d security, so I'm going to try that.

Yes, you need to see if your credit card provider offers this '3D Secure' thing, or 'Verified by Visa'. Here it's offered for all real credit cards, but for none (?) of the prepaid credit card. / debit options.

With Paypal yes, with credit card no luck. They require 3-D Secure credit card. From my googling the only major bank in the USA that supports this is U.S. Bank. (I have credit cards from 5 different banks, but none of them have this technology.)
Bitcoin should work in theory but I've not tried it.

Thanks for that info. I do have an Amex card but have never seen this feature actually used anywhere. Amex is not supported by Steamground (PayU) anyway. My other cards are not from banks that participate in this program so I guess figuring out how to use bitcoin is my only option. Either that or moving to Russia. :)
