There are already a lot of threads created by users asking why the game they want to give away is not on the list. Now they will be able to give the games away and the only difference is there will be a ** next to the name of the game. Most people will not know what that means or not see it at all. They they will be creating threads asking why they gave a game away and they are still level 0 or their CV did not increase.
I really think anytime someone selects a free game to give away there should be a warning box that shows on the page saying something like: The game you are giving away has been free in the past and you will not receive any CV for giving it away. Not a box that you have to click, just something that is displayed on the page when you select the game, preferably in red to be noticeable.
Edit: It looks like a change was made recently to address this problem and there are now descriptions below the game selection box that say:
* Reduced value towards your contributor level.
** No value towards your contributor level.

That would be good, but it needs an actual text warning letting you know that if you give away a free game, you will not get any credit for it. It looks like he already made a change that should help. He added a description below the box that says

That's not a bad idea, although games with recent changes would have an incorrect CV value because I believe there is only 1 person that adds games to the bundle list on SG and often games are retroactively bundled. There would need to be a disclaimer saying that the CV value may be incorrect if the game was recently bundled, discounted at least 95%, or free.

If you adjust for bundle value and show that number when creating giveaways, we will get more complaints about setting bundle status retro actively.
"But it showed 20CV non bundled when I created the GA witht the game from a fresh bundle. Now I get only 3."
As far as I know there is no way to handle that issue.

Are Humble Monthly games not given reduced CV? I just did a quick search for recent monthly games and they didn't have asterisks next to the title.

Combined price of Humble Monthly games would need to be over 216$ for 95% bundle rule to be triggered. So far it never happened - Monthlies Value so far was between 115$ least value one and 200$ most value one, so considering cheapest you can get it (new buyer using 10% coupon so 10.80$) it means that discount for Monthlies was between 90,6% and 94,6% so far ;) No 95%+, no bundle list ;)

I noticed this myself when I gave away one of my humble monthly games Shoppe Keep, I figured it was going to be a bundle game, but on my CV list it was listed as Full Value game, and that must be why like last year when I won WWE2k16 (which was a humble monthly game) was considered full value as well.

I like this update. Now we won't have lots of keys going to waste. Some great games have been free before.
Sometimes we couldn't find a friend that doesn't have a game that has been free and we would forget that key.

One important thing. It should not give +1 to game sent unless it is in separate section. Also it would be great if they would be in separate section in SG, as sometimes it will be hard to find interesting game in spamed free ones;)...
On the other hand it would be also unfair to get "not received" for free games. You can not be sure that free key will work (if you did not bought such free game)...

By the way, can you confirm to me if there was a date on the asterisks when hovering over them before cg added the descriptions? I'm quite sure I hovered over an asterisk and saw something like "Reduced value since [date]". Or did I just imagine it?

I still gave this stuff away, but just for free...the orphan keys drop thread was the perfect place for it.
The way I see it, not that much has changed in terms of overall content or anything -- we just have a better way to give away the free trash to someone who might actually want it (for whatever reason -- up to them), and prevent the bots from taking the licenses (a big problem if they're not well obfuscated in the orphan key drop thread). I may change my tune if we suddenly see hundreds upon hundreds of junk licenses, but then again, we always have the ability to filter out stuff that we don't want to see.

So if anything has the 1 asterix next to it's name, is it always automatically reduced to 15% CV?
Would there be any way to find out what % CV you receive if it isn't 15%?

CV is always the base USD price on Steam(apart from when it's not, but those are temporary). Best indicator is number of points which works until 100. If the value of game is more than 100 the point cost is 100, but you still get the CV corresponding to price.
This CV value is reduced to 15% for games with * on list.

For example - right now "Alice's Patchworks 2" is free on one shady site. Support removed cv and now if u create giveaway for this game u will see **

Can we have a message "No Value Game" on giveaway page with this games? If u check archive with "Alice's Patchworks 2" u will see that ppl spamming with "its not allowed" and "freeeeeee" messages also reporting&blacklisting 😎

Hi SG, a few changes to the site today related to games and contributor value. In the past, the site had three types of games:
The downside was we needed to block games and remove them from the giveaway list when they were briefly free, or posted in large giveaways outside of our community. We needed to do so to prevent users from obtaining a high number of keys for free, and giving them away for contributor value on SteamGifts. Unfortunately, this meant lots of great games were blocked and users could no longer send or receive them. Today's update allows users to start creating giveaways for these games once again, but simply for no contributor value. However, please be patient as we work through the 1,000+ games that were previously blocked, and add them back to the giveaway list when appropriate. We now have four types of games available:
For assistance, when you're creating a giveaway, the game list will show * next to games that are Reduced Value Games, and ** next to games that are No Value Games. Keep in mind, these icons are just for reference, and similar to before, the value of a giveaway can change if we need to make retroactive changes.
