This website already calculates your ratio of wins. So here's an idea I'd like to throw out there; people with the lowest ratios should have the highest chance of winning. This will stop people from winning 100 games/80 entries or anything insane like that and will ensure that everyone will eventually win at least one game. Now how will the website be able to give you a higher chance of winning some of you may be asking, well the answer is simple: the lower the ratio the more entries you get into a contest. If said contest is giving out more than one copy and you're chosen more than once it disregards the extra wins and gives them to a different person.
I'd like to know everyone's thoughts on this idea and how possible it would be (I'm not sure of the coding that would go into this)
Edit: Reading your very kind comments has brought a separate idea.
Say there's a certain game you want more than most other games. You have 300P because you haven't entered any giveaways lately, well you can spend extra on that one game for more entries, which will take away chances to enter other giveaways but you'll have more chance of winning the game that you want.

I saw that some games are given to giveaways often, so if you fail to get one, you can always try again! The chances are equal, but there is a possibility to try it more than once! I thinks its great!

Aside from the inherent unfairness your idea creates in terms of extra entries for some, but not others, you'd also be creating a gigantic incentive to scam. If people who have not won before get better chances, what's to keep people from creating new Steam accounts to increase their odds?

What would the incentive for longer-term users to keep coming back to the site, knowing that as a past winner, they'd be penalized and have less chance of winning something else?

Learn how the site works, learn how basic MATH works, and keep entering giveaways. Your turn will come sooner or later. 500 entries is basically nothing, when many giveaways are over 1000 entrants. If odds are 1:1000, and you've entered 500 times, statistically you're not even to the point of being overdue for a win.

I'm closing this thread. You have suggested nothing that hasn't been said a hundred times before and your concept of "fair" is absolutely ridiculous. Nothing is more fair than purely random chance, especially not these ridiculous chance weighting ideas you people have.
