You also have to keep in mind, that a game looses CV value with every GA you create after giving it away 5 times. So your CV for Victor Vran will take another hit, cause you created yet another GA for that game.
From the FAQ:
After you give away a game 5 times (whether in the same giveaway, or in multiple giveaways), it will begin decreasing in value. The value is decreased by 10% for each additional copy. This means if you decide to give away 8 copies of a $10 game, it would add $74.39 (10 + 10 + 10 + 10 + 10 + 9 + 8.10 + 7.29) in value towards your level. This has little effect on the majority of users, but prevents individuals from receiving a high level from gifting a large number of promotional gifts, games obtained through pricing errors, or keys from contacting game developers.

Heaven's Hope is unbundled, and has never been in any promotions or even sales of any sort, other than that one heavily-exploited free promotion.
You can guess all you want about the other two games from that promotion, but it's clear HH came from that promotion, given that he started giving them away immediately after it.
Nevermind the OP has now repeatedly admitted to exploiting free games (including those), so it's not exactly a matter of debate.

In that case, I agree with your sentiment- though I don't actually know too many people actively sitting on keys: I and others I know try and give away free keys as quickly as we can [even if we could get CV for them, because who'd actually do that? 0:P ].
I'm including keys obtained through actual purchases in that- they're either low value to begin with (so who cares about giving them away) or they're great games that people deserve a shot at, and since they can no longer get them off sg.. well, it's nice to be able to direct the games to good homes :)

Also reading the previous comments, it seems you got the games from a free giveaway. Most games that are given free (if they were not deleted while they were still running), will give 0 CV / 15% CV (from the date it was given free, even if support takes some time to sort it out), and seeing that you are already 1 year old, I had thought you would know that.
You took the chance to see if it would really happen, and it happened as expected. You even got 15% value, for games you got from free giveaways, (which normally shouldnt be), and you are still complaining. smh
If you are afraid of not getting your CV for games you yourself got through a massive giveaway, don't do them then complain after that. So just suck it up.

can confirm. There is one pretty active user here that BL'd me and he's constantly joining my GAs. Usually I don't mind Blacklists, but this is pathetic. He's also in one of the small groups I'm in where it's a rule not to Blacklist other Group members. I reported this to one of the group Mods a few weeks ago which made me feel bad already, usually I hate any kind of calling out or denunciation, but nothing happened yet.... No, that isn't quite what happened. No giveaways were deleted. No CV was deleted.
OP got multiple free copies of games from a promotion (including Victor Vran and Heaven's Hope) and made giveaways with them. Fortunately for OP they weren't given away in large enough quantities for them to be permanently removed from the system, they were just added to the bundled list. So he got 15% CV for the games he got for free which isn't bad at all.
OP lost CV unexpectedly and believed this was because his 'exp' had been taken away for his Victor Vran giveaways and that his (free) keys had been wasted or 'lost' because he hadn't profited from them. But after doing the maths other people have pointed out the missing CV was mostly due to Heaven's Hope being retroactively bundled, plus a few other minor glitches and issues unrelated to Victor Vran.
