Yes.

As someone who has close to 7000 hours in the game, I will tell you that since it is free, get in and try it out for yourself. It isn't a perfect game. Like all MMOs, it has its strong points and weak points too.

Some of the strong features of the game are its combat system (not tab-targeted like older games and more skill-based), very good questing experience, the advantage of the deep lore of The Elder Scrolls franchise and some of the best housing and fashion features compared to other MMOs. Well voice-acted quest dialogues and cutscenes.

The negative aspects I would say are that as much as the combat is fun and engaging, it is not for everyone. The tutorial in the game is one of the most basic and useless ones compared to most MMOs. Most overland content aka the questing content is very easy and can get boring if you crave a challenge. Some of the more interesting content is locked behind paywalls like DLC and expansions. Without the subscription, the game is playable but you will have to spend a lot of time on inventory management.

So in the end, I will say that the game can be played in many different ways, with friends or solo. So I recommend you play ad make up your mind.

Aye. I would say about 90% of the content can be cleared as a solo player. Of course, there are certain content that are designed around group play, like group dungeons and Trials (same thing as raids in other games), that require the support of a group of players. Group dungeons can be solo'd once you get a good understanding of the game mechanics but it is much harder. Trials on the hand are impossible to solo and will require a group.

Keep in mind that this is an MMO and thus you can always find people online to play with you if you need help with content. It gets much easier to join a guild and always have people to help you.
