Correct you should see it, you didn't understand this, he is talking about people without having the base game and entering to the giveaway of the DLC( So they enter to win a DLC for a game they don't own), for example if someone doesn't have Redfaction Armageddon he can't enter to win the DLC, and this thing was a lot bugged last time so some crap ppl entered to win DLCs for games they don't have, this was really harming the site.

You missed that part, and no, it shouldn't show it, but it seems steam doesn't provide the info necesary to fix that problem.

Painkiller Black still shows as me not owning it, but that seems to be a Steam problem, because if I visit the store page, it doesn't have the green bar telling me I already own it either. Stupid.

No, but since when do you actually have to play a game for Steam to recognize you owning it?
Hell, I just bought that Microsoft Arcade Pack and sync'd SG, and all those games are already recognized despite only installing one of them so far.

Dota 2 has this "problem" of not showing up in your library (I'm talking homepage, not client) if you haven't played it.

I thought Dota2 worked like that only because it hasn't been officially released, so it doesn't know you technically "own it" until you play it. I could be wrong though. After I build my new computer, maybe I'll install Painkiller Black and see if that "helps"

I have the same problem with some Sleeping Dogs DLC, they are in the DLC tab for my game properties but the store doesn't show the green bar. Accidentally bought them twice due to this. :(
Hope you don't see a big sale on Painkiller and buy it again. :)

Haha, well I know I own every Painkiller game except for the recent release (Hell & Damnation), so I shouldn't fall into that trap. I can see where that's a problem with DLC though....there are quite a few games where I can never remember what DLC I own or don't own (eg. Magicka).

Batman AC GOTY seems to be broken; I already have it and I can still enter giveaways for it although it is already listed in my filter (http://www.steamgifts.com/filter; that part seems to be ok).

We just rolled out an update to better track DLC and bundles. There were a few issues before where some giveaways for DLC would not require the user to own the base game prior to entering. This should now be resolved. As well, the sync should do a better job at detecting bundles in your account.
Edit: To clarify, this update is not going to find additional DLC on your account. Steam does not provide us with the necessary data to resolve that issue. This update simply fixed 700 DLC games and bundles that were allowing users to enter, without owning the corresponding base game.
