Not really relevant in this case. When creating CV giveaways, you draw a line at some point. There will always be people that fall just within that, and also ones that just fall outside of it. So even if people would adjust to the 1 cent less, it wouldn't really fix anything, as there would still be people falling outside if it (5xfortix would 4.95 for example).

Here's a question from myself. If it were changed to make exceptions to the rule, where would it stop?
If I had a giveaway that I had some requirement to enter other than CV, I could just make an exception to my own rule as I saw fit and everything would be fine, because it would be a single giveaway. With CV though, it's all an automated system for every giveaway, there is no "Well, I think you should be able to enter this even though you don't quite have the requirements because blah blah.". You would have to automate the system to make exceptions, but if you did that, where would it stop? Say the system was automated to let you enter a giveaway that you lacked .01 of the CV. Well what about people who lacked only .02?
That's my two pence on the matter.

I've had times where I've created 4.95CV giveaways, or 9.90CV giveaways. Because that way someone who had even given away five or ten items worth $0.99 apiece could still enter.
And then there are times where I want to be exclusive rather than inclusive. $30.01CV is done for a reason.
